GEOEKON a patent computer system is demonstrated. Its basic units are the following: 1. Information databanks on rare metals: situation in the world market and home market (production, consumption, prices, import and export), mineral resource potential of rare metals of the world and Russia (resources and predicted resources), geology of rare-metal deposits, technology (ore extraction and processing), geological and economic indicators and others. 2. Knowledge bases: balance sheets, prediction of the growth rate of extraction, production, consumption, world price dynamics, limiting parameters and criteria for ranking ore areas; 3. algorithms of controlling the databases and knowledge bases to solve problems of rational subsurface use that allow us to fulfill the following tasks promptly and in monitoring conditions:
a) assessment of current and predicted demands for rare metals in Russia, CIS and in the world and ways of meeting them; b) definition of top-priority measures to ensure substitute for import or provide export of the required metal; c) assessment of limiting parameters of earning capacity of areas when carrying out prediction and prospecting and prospecting and assessment to make reserve resources of rare metals.
System GEOEKON by the example of Ti-Zr placer provinces of Russia allowed constructing geological and economic models of replacing import of zirconium and titanium that are extremely sparse in Russia. For North Caucasus (Stavropol placer area) this challenge may be met by constructing there industrial ore-mining complex enterprise on the terms of state and private partnership. Profitability of extraction and processing of Ti-Zr placers is determined by resource potential, which allows providing ore for no less than 30 years, favorable climate, relatively cheap labor, the use of new technologies of concentration and deep processing of raw materials with getting commercial products. For North Ural (Polar - trans-Ural placer area KhMAO-Yugry) the obtained geological- economic model settles the problem of providing material for Ti-Zr enterprises of industrial Ural at the expense of exploiting placers located 500 km to the north in the transport corridor of main railroad, the construction of which is envisaged in the national project "Polar Ural - Industrial Ural". On the basis of the studies of geological, morphostructural, and mineralogical-geochemical data of the native system "original source commercial Ti-Zr placer" geological and structural conditions of rich placer formation were established, total potential of resource area was assessed and promising areas were located for profitable exploitation.
