A study of reclamation mechanism about abandoned mine

Abandoned mines and mining activities usually cause severe environmental problems. With the gradual extending of the mine development, more and more environment problems begin to feedback to human. In China, there are less than 12 percent reclamation rate for all mines. the problems haven't been solved effectively and become progressive. Government and society pay more and more attention to how to improve the environmental problems that are caused by mining activities. This paper put forward a study of reclamation mechanism about mine land. The reclamation mechanism about mine land include three parts.

1. Finding a more efficient approach to deal with complex reclamation planning. The reclamation planning is usually complex and uncontrollable. Operators need advanced planning for use of the land after mining was completed. It is difficult to determine the reclamation planning. The reclamation of mine site should be adjusted according to local conditions. Because of the complexity of the associated environmental variables, it is necessary to set up an efficient information collecting system. A spatial decision support system should be needed to better reclamation planning, this system would provide spatial decision support capabilities for generating and evaluating reclamation strategies, and the insights for decision makers to evaluate and make reclamation plans finally.

2. Ensuring mine site reclamation by using of bonding mechanisms. It is necessary to set up and improve bonding mechanisms in China. Bonding mechanisms promote effectively site of reclamation. Bonding is a mechanism for enforcing contractual and regulatory provisions. In the process of mining operations, a firm posts a bond with the regulator that is released when reclamation is successfully completed. If the firm fails to reclaim the site, the bond would be used to finance reclamation. In several countries, reclamation bonds for major mines are generally provided through a surety company. A debates over bonding issues. How to constitute bond amount standard in China? How effectively do they promote site reclamation? Stronger reclamation bonding standards can generate vast economic benefits for company, regulator and communities.

3. Analyzing the especial example and summing up the experiences. On the side of mine enterprises, building up the system of reclamation through analyzing the example and summing up the general experience and law in land reclamation would play an important role in reclamation work for mine industry in China.

Modern technologies in spatial information sciences make it possible to analyze the problem comprehensively and choose project for a global view. Study about mineral economics policy promote bond mechanisms that improve and ensure reclamation be successfully completed.
