Well-known, that within the limits of the western and central areas of Turanian lowland (Kizilkum and Southern Priaralij) in territory of Uzbekistan it was created and continues to develop the ecological crisis situation. Here have been constructed and put into operation known unique industrial complexes, hydraulic engineering constructions, settlements and also there are spent by fast rates development and extraction of ore and oil\gas deposits. In this connection, stable natural condition of the top part of an earth's crust, including a hydrodynamical and hydrochemical condition in a zone of hyper-genesis have been broken. In regions of ecological crisis, especially in arid areas, sharply there is a problem of water supply. In a considered case if take into account, that on Turanian platform within the limits of Uzbekistan more than 60% of ability to live objects are provided with water by deposits of underground waters necessity of new fundamental scientific bases on development of the hydrogeoecological decisions corresponding to developing hydrogeodynamic conditions in a zone of hyper-genesis under influence of anthropogenous influences becomes clear. Underground waters, being rather active component of an earth's crust, participate almost in all geological processes proceeding in a zone of hyper-genesis. Anthropogenous influences on the geological environment for the short period are reflected, first of all, in a condition of underground waters. On the other hand, according to classical geological concept, it is possible to note, that depth of display of technogenic events in the lithosphere is commensurable with depth of a zone of hyper-genesis. Thus, sharply should vary the conservative approach to studying the various genetic laws proceeding in the underground hydrosphere and revolutionary to arise the new direction in geology ? technogenesis of the hyper-genesis zone. There is versatile and multidisciplinary direction. In the report results there are shown the researches carried out by authors in four interconnected directions which provided an estimation a quality of the geology-hydro-geological information on a zone of active water exchange of the western areas of Turanian platform; classification technogenesis components and also underground waters on their lied conditions; clusterization of the nature-technogenic factors; development of fundamental bases of formation technogenesis of the hyper-genesis zone with revealing relationships of cause and effect of making them elements; development of fundamental hydrogeoecological criteria of optimum operation, management and protection of underground waters.
